lets say your car is not registered.

your driving then you park your car in a drive way.
5 minutes later a cop pulls up. and says your car cant be driven.
"i saw you and ran the plate and its not registered" thats what he says

can he give you a ticket ?
or not
 
well if he saw you driving this specific car on a public road, yes he can bust your ass..

but an unregistered car on a PRIVATE propriety (without public road driving), just tell him to go f*ck himself..Politely ;)
 
your car can be anywhere on a private property but not in a public parking lot or a public street. if they see it parked on the street they can tow it and charge you mucho bling bling for towing fees + impoud fees.

if they saw you driving it on the streets i doubt there's much that can be done though
