So if I read that right, the kid had was drunkish and then crashed. Not only that, he wasn't wearing a seatbelt. Please explain to me how this has anything to do with speed and/or dangerous driving and/or racing if that is the case.
Drinking causes accidents, not speed.
I trust a sober person at 180 a hell of a lot more than a drunk person at 50.
I really hate how speed gets blamed in the place of alcohol.
