How the hell do you get funding for this kinda stuff?

Easy:

1) You work hard and save up money
2) You don't look too hard into where those cheap OEM parts on lespac come from
3) You rallycross your daily driver car for some events
4) Your daily driver eventually becomes a dedicated rally beast and you hit the stages with fury and abandon
5) Sooner or later, you wrap it around a tree or you roll it into a ball
6) You spend the next 5 to 10 years to pay off your credit card debt
7) You still go watch rallies but with a tear in your eyes and a head full of great memories.

In all seriousness, this is how 80% of rally drivers do it.

Also, you do not need a WRC spec car to go rallying. Those vids come from Europe, where money and sponsorship may be easier to obtains and/or involve more money. Rallying in North america is MUCH MUCH MUCH more modest in funding. Don't let those Ken Block vids fool you - you can fund the rest of the 40-odd car field with the budget spent by the 2 or 3 high visibility cars (Pastrana, Block etc...). No need to be a millionaire. But you have to be dedicated, though. Forget about un-necessary spendings.
