I know some of you own RHD JDM's and since RHD cars are illegal to import to Quebec some might had the idea to import LHD JDM's and I was interested in Importing a LHD R34 turbocharged and tested in Japan so I asked a question to SAAQ about importing it to Quebec and here's the answer:
The ministerial order that prohibits access to the public road network does not prohibit importation. You can thus import a car (if it meets the Transports Canada regulations - more than 15 years old).
However, the conversion to left hand drive is a modification that needs to be approved by the SAAQ. Prior to start such a project you should explain to us precisely what will be done on the car (parts to be removed, parts that will be added). If the conversion is not a "bolt-on job", the SAAQ may require an engineering report (at your expenses) especially if the firewall is modified (holes are not provided on both sides to accommodate the steering column, the pedals linkages, etc.) and if welding works have to be performed on the front subframe.
so the man asked me what needed to be changed in the car and when I sent him the list he answered back with this:
Practicing holes through the firewall of a monocoque body may require an engineer’s report, as well as the modification of the 300ZX steering column.
So before investing hard earned money in such a conversion, be sure to send us photographs of a converted firewall showing the holes positions and dimensions and the modified steering columns. In addition , in the case you would want to convert a vehicle equipped with front dual airbags, and/or side airbags (in backrests), the replacement of these equipments by the ones coming from the replacement dashboard (from a Maxima) would probably not be acceptable, unless their part number, and their position related to the seats are similar or identical to the configuration of the R34.
As you can understand, there are still too many unknown details in your project for giving you the pre-approval required by clause 214 of the Highway safety code.
Before making any big projects and spend big money, make sure you inform yourself with SAAQ.
