rust around sunroof

hi i have a 5.0 mustang 88 and i have this rust around the sunrof that wont go waya weve tried fixin it but it keeps commin back any tips ?:dunno:

there gonna have 2 reweld some new sheetmetal where the rust is ,cuz if u just sand it and repaint it will always rust so go 2 a Good body shop where they will do the work right
