tiket for exhaust being non conforme?

Hey,
I just got stopped today and got a tiket for my exhaust pipe. I only have the tip changed, the rest is normal. The officer said that it was 'non conforme'. The thing is that my exhaust was change by MR MOFFLER. Arent they supposed to make sure that evreything is done right? Can I contest this tiket ? :dunno:
