i just wanted to know if a 9 inch rim with an offset of +35 will fit on an s-13 withought any modifications needed.

no i mean 9 inches wide.

It fits in the back, but not in the front without some serious work.

17x9 +35 is the exact right size for the back to tuck under the fender with a 255/40R17, you will need slight negative camber, but you can lower your car enough to not be a pussy and it'll look good.
