Vehicule registration and inspection Question

I've got an 1988 jetta 2door, which I'am restoring. The car is completely stripped. But the problem is that in order to put the car on the road, I need to get the car inspected. I'm afraid that because of the modification I intead to do the car, it will not pas the inspection. I was wondering if I can build the car and use it only for racing or track use, and not need to pass the inspection.
I'm presently building a 2.0l 20v turbo engine. I've already got a 2.0l ABA block and the 20v head. I'm planing to use SDS efi to control my injection. If I do plan to race the car, I would want to race in a class with 2.0l turbo engines. If anyone has any answer to my question, that would be great. My email address is markyvr6@hotmail.com.
 
If you intend on preparing the car for track use only, you don't need to pass SAAQ's inspection.

But you will not be allowed to drive it on a public road. You will need to trail it to the track.
