I guess it costs cheaper to buy an SUV and load it up with cameras and have it scan a bunch of streets in minutes than to have a bunch of parking police walking up and down the streets.
 
Checking to see who has unpaid tickets.. Then the car gets booted if you do.. Back in the day they would manually enter the plate numbers

And expired plates I would imagine. I just can't believe how ghetto the rig looks... It looks like it was put together by someone in their basement.
 
They are definately scanning for expired plates / unplated cars. Its the beginning of a month so people usually forget to pay for the month of February (for example) and some people who can't wait to get out their summer cars. You can say that the governement knows how to invest ....

I don't believe "stationment montreal" mandate is to check for that.. However I do see police setup often with plate scanners.

therefore i think they check unpaid parking places and with plate scanners and pictures will issue automated tickets.....

probably some kind of testing phase in a new project.....
 
I don't really see what the big news is about.. These systems are common place in any major city.

These topics are the best-performing in terms of user engagement. People like to read about how the government owns them ;)
