I'm guessing you clicked outside the window (like on the wallpaper) so explorer isn't really selected anymore and it doesn't work. If you can understand that.

ahahah no no, my explorer window is active ( selected)
for example, the window I have open now, I cannot do ctrl + N, but if I manually do file, new window and then do CTRL+N on the new window, it works..
