For paint, use oil based dissolvers: WD-40, Varsol, Fuel, Goo Gone, Mineral spirits, Gas, acetone, un fluide plus léger.
For windows, use anything you want listed above or alcohol based ( volatile ) fluids: Alcohol, rubbing alcohol, cutex polish remover, acetone, thinner..... nice thing is you can rub harder or use a blade.
CaCan Tire sells a glue remover a little like the 3M stated above.. Better than lighter fluid or WD40 when on paint.. in your case, it's on a window so no paint dullness after but you might want to use the right product anyways..
