what does the 9004 halogen pins do??

A friend is putting euro spec lighting but his NA has this 9004 bulb with three pins.
What does those three pins do?
We took a multimeter to it and all combinations show almost 0 resistance.

is the right?

We just wanted to know what is ground or common and which of the other two will be live when on.

low beam, highbeam, ground. I don't know in wich order though..

I believe there is 1 for low beam, 1 for high beam and 1 for ground.

9004 and H4 are pretty much the worst halogen bulbs IMO...
