There was a pretty heavy awareness campaign over the last few months about leaving a lane's distance between an emergency vehicle.
So far though, I haven't seen a single person merge one lane over to allow a safe buffer between them and an emergency vehicle on the shoulder. Just yesterday on the 116, there were five cars in front of me that stayed in the right lane and six others behind me that did the same...
Have you noticed any change? It seems pretty obvious to me, in Europe and the USA, people do this for any stopped vehicle on the shoulder, not just emergency vehicles...
