The most effective way is to ban legally obtained firearms to combat crimes committed with smuggled/illegal firearms ….. makes perfect sense.
I don't think this is about handguns as much as it is about the newly prohibited ARs / rifles.
It's how a broke government ensures they spend as little money as possible in a buyback program and doesn't get bad press for booting doors and seizing weapons.
On the bright side, this means that people have a better chance at being able to just "wait it out" until the libs are gone and this likely gets overturned in some way. (New government or court decision)
And plante is convinced it will lower gun crime amongst gangs
