Depending on your weight and strength a good set of aluminium wheels would go around 1500$. For the best out of the box non carbon wheels, I would 100% go Mavic Ksyrium Pro UST.
Very stiff, not to heave (1400g) Tubeless ready and you even get a pair of tires and sealant with it (ok they're not awesome, but use them and then get better ones). the larger spokes compensate for the lack of depth. The pro level of the wheels get you the best hubs mavic does. I think they sell for around 1400$.
But if you want the best pair of wheels on the market, it would be to get a custom pair from a wheel builder. Although it will cost a bit more (1500-200$) but you can get the best out there but it's a bit more tricky if you don't know much about components, etc.
