My question concerns hooking up industrial machines with 460v in Quebec. To be legal, it must have a CSA approved sticker. I know some electricians hook it up anyways without CSA. If the machine has been inspected by ESA (electrical safety authority, this is in Ontario, they follow the same CSA codes), is this recognized in Quebec?

Most likely no, Quebec has some of the most stringent electrical laws in north america. However getting something csa approved is not all that difficult. I installed a bunch of industrial machines on multiple voltages that were shipped in from india for a pharmaceutical company. The owner had all of them csa approved (And some were in piss poor shape)

He is right. just get them css approved by an independent source. Than the inspectors cant do anything about, provided you wire them to code.
