So it's 10 til 11 and this black people party has been going on since 5 PM now ...

They have pretty bad taste in music and I can't sleep.

When should I call the cops ?

Why is everybody stuck on this 11h rule who don't exist. Where does it come from?
 
don't mention guns, they never show up and you'll get a call back an hour later asking if you still need them to come by

City by-laws are different everywhere when it comes to noise of any kind including a loud house party with music. You can get ticketed for making too much noise anytime of the day, doesn't have to be at night.
 
Either you be a good neighbor, go say hi and ask them to turn it down. Or be a rat, call the cops and let them deal with it. Either option will probably work.

Finalement je les ai laisser vivre ... Jai des voisins pas pire gentil personne a call les cops jpense. Finalement sa la finit vers 2h am.
