Non-Matching VIN For Car Imported From US?

car is on sale locally at a used car dealer; according to NHTSA, only one car exists of same make, model and
year of manufacture, but the 9th digit is different

if a mistake was made during the importation or otherwise, will this affect the resale value and will the
manufacturer respect outstanding recalls, etc.?
 
did the car passed inspection already ? Cuz with my M5 cuz of difficult history , i need to bring car on trailler to old port and show to canadian border agents that they can verified all stickers and documentary to make sure that VIN is correct . If sticker inside of driver door is missing or damage , its not gonna be possible to registrate car in canada .
