I haven't gotten a ticket since 2004 (speeding, legit doing 92 in a 70) and I don't remember the last time I had a stop sign ticket.
This morning on the way home I saw a hidden police give a kid in a Kia a stop sign ticket here:

The motorcycle police was hidden on the left behind the brown fence by the apartment buildings. The kid in front of me did his stop a bit loose - the cop was NOT on Waze (I always have it open) at that time.
To be clear, I wasn't directly behind the kid, there were no other cars around and I was probably 50 feet back or so, at the previous stop (there are 4 within 50m there...)
Also I have no problem with tickets being handed out for more "dangerous" offenses like speeding - especially in a residential area - using a smartphone or even rolling a stop sign when there's legit someone else waiting to go.
But I found that to be a bit of an asshole ticket to give on a dead place with nobody around at 7AM - at about 8AM the schoolchildren start walking through here on the right - it's not on Google Maps yet but they built a "student path" on the right last fall but it's completely deserted because the kids in the neighbourhood to where the path leads, are rich kids that go to private schools and the kids that go to the public school the path ends up at, all live in the older part of Ile Perrot so they walk the opposite way.
Regardless, it's almost entrapment to give a stop ticket there with 4 stops within 50m.
