Drapeau was obsessed with towers and wanted one badly. Tallibert was just an architect promoting his vision. Everyone must have been really high to sign off on that idea or just stupid. The engineering behind it is awesome but maybe just too complex and futuristic for the time. You should read the book "Billion dollar games"
Because of those games much needed projects such as water works and some infrastructure was put on hold for decades. The double whammy? PQ coming to power just months after. It was the perfect shit storm that dropped down on the city. You had massive debt, population leaving, little investment from outside and the 70s recession.
And IMO if a ballpark is to be built and public funds are used it will be another shit storm as the Olympic Park is getting 750million in upgrades
They cheapened on the concrete, trucks were driving round and round getting paid and not delivering concrete, quality of the concrete was much lower than spec'ed by the architects, etc
This place should have been in much better shape than it is today.
