I would imagine based on description of the services these guys do, TK Raceheads could maybe help you out with this.
Gotta make a flange to bolt it planar to the existing face, weld around, remove flange then mill the face back to flat.

What does that ear atatch to? You can braze it if it's not a motor mount.

cast iron is a bit tricky to weld, some alloy will easily mig weld (like ls exaust manifold) some will be next to impossible without cracking. either you pre-heat the block and let it cool down the slowest possible to avoid stress or you take your time and weld a little/cool/weld a little /cool to avoid raising temp of the part. beveling is your friend here

I can tell you based on experience don't expect it to the "cheap" but it will work without having to disassemble the block. You may need to find some sorta of anchors for a permanent fix. They look like small pins
