Cool narrative. Did you forget that the president can veto the house? They don't have a super majority so they'd fucked and wouldn't go anywhere on that.
We already know which way the senate leans, so that's a non factor as well.

That's why I said congress. He can't veto congress that I know of.

There are two parts to congress. The house and senate. Both would need to agree to a bill like you're suggesting. Dems have the house, not the senate.
Ergo, gridlock and it wouldn't even make it to the president's desk. If it did and he veto'ed it, the house still doesn't have the super majority to overule the veto.

That theory simply can't come to be in the current landscape.
 
I think it's safe to say nobody got explosion in Beirut in August. Question now is, do they have enough story to keep people distracted for the rest of August?
