There are two issues that land solely on Biden.

1) The military left, millions of not billions of dollars in high tech weaponry for the Taliban. Short of gift wrapping it, they couldn't have done a worse job.

2) There are thousands of citizens left for dead. Not talking about Afghan translators promised citizenship, actual Americans.

Yes there would have been an F'd up power vacuum regardless if Bush, Obama or Trump undertook it but leaving weapons or stranded Americans cannot be blamed at all on the previous three.

What's worse, the cover up from the media. How the fuck does a president get to have an official photoshopped picture like he was in the situation room, be able to claim that it's ok that people fell to their death from planes because it was 4-5 days ago, have the media cut all the incoherent ramblings of the interview out and worst of all, have him run home like a fucking coward while this is still an ongoing situation.

Hopefully the incompetence is not so great as to allow another major attack.

Why? Did he piss off the Saudis? How 9/11 led to "hey, let's invade and then build up afghanistan" is still a bit of mystery to me.

Leaving the stuff behind is bad PR. It's almost as if getting to buy some new toys was preferable to spending a ton of money to bring back vehicles that would serve no purpose in the U.S. But hey, the past couple years demonstrated that bad PR isn't that big a deal. It'll all be forgotten soon!
