It is legal, but the govt has these kind of businesses in their crosshairs and they use any excuse to try to shut them down or fine them heavily.
Publicly passing around their references only leads to idiots posting kijiji ads labeled 'the car isn't legal but let's skirt the law with XX' or 'save tax by transferring through XX'.
At a certain point the tax man will bring the gavel down and find a way to make sure we pay the full tab.
