Cheapest coding program for e39?

I've been reading up online on which one to get, but it seems like all the posts are really old and i'm sure there's new stuff out there.

I just want to enable the halos only as my DRLs
 
never did this but bmwscan has programming capabilities. its cheap and available on ebay. It's also easy to use.

not sure it could be done with INPA and GT1
 
ncsexpert and it's free.

If you already have INPA installed, check if you have ncsexpert installed.
