What does circulation local imply legally , is there a legal definition ? Thanks. ---> For example a straight only or no left , no right turn. except local circulation.

I would say if you need to stop in that specific zone then it's ok

It's mainly used to stop pass thru traffic, or were turning into an area cause traffic issue while waiting to turn (my interpretation)

But i'm sure visiting and site seeing is a valid reason.
