A man who was arrested while delivering sandbags to a flooded area near his home in Montreal's West Island after police officers repeatedly told him it was dangerous has been charged with obstruction of justice after appearing in Quebec court in Montreal by video conference


"They arrested me for helping my neighbours," Alain Furlano said, before the presiding judge cut him off.

In court, ​Furlano, 54, said he was "absolutely not guilty," after he declined help from legal aid and refused to agree to the condition that he not return to his house without police accompaniment. He will stay behind bars until his bail hearing on Thursday.

On Tuesday, Furlano was detained overnight
after Montreal police say they warned him several times that it was risky to put down sandbags to reinforce a dike at the intersection of Gouin Boulevard and Fifth Avenue close to his own flood-damaged home in the Roxboro neighbourhood, one of the areas in Quebec hardest hit by flooding.

Police said the sandbags could have affected the flow of water and eroded the soil underneath nearby train tracks, which could in turn make them unsafe and possibly lead to an accident.

Furlano was taken into custody Tuesday shortly after he was told by police he wouldn't be permitted to continue taking the sandbags in his pickup truck down the street. The exchange between Furlano and police was captured on video.

The video shows a police officer telling Furlano that he had been allowed to make three trips to drop off sandbags, but warning that if he returned with more and continued to block traffic, he would be arrested.

While Furlano sat in his pickup, an officer explained that they didn't want to prevent him from helping others, but that they couldn't allow him to continue because the location where the sandbags were being dumped posed a safety risk.

However, Furlano arrived again minutes later, and another verbal altercation followed as Furlano continued to yell at officers, saying that he wanted to help residents affected by floodwaters.

Furlano then got out of his truck and started to unload more sandbags. Officers intervened and arrested him.

Following the arrest, police officers and neighbours placed the sandbags in a boat and floated them to Furlano's home on Fifth Avenue.

More harm than good?

Some Roxboro residents on Fifth Avenue whom Furlano was also trying to help said they support him and commend his efforts to assist other flood victims.

Neighbour Martin Boisvert claimed it was "ridiculous and insane" that police arrested Furlano, as he was trying to help those in distress and save homes affected by flooding.

"They could have pulled him aside — his house is under seven feet of water," said Boisvert. "He worked three days to try and save it, and they put him in handcuffs and put him in a police car to take him to jail. We live in very strange times."

Boisvert and some of Furlano's neighbours hung a "Free Alain" sign on a truck yesterday as they continued work trying to save their houses.

A demonstration is planned for this weekend to protest Furlano's arrest. However, a risk-management expert said that there needs to be co-ordination and clear communication between local authorities and volunteers before citizens take action.

"This help is obviously very important to many residents who need help to protect their assets," said Michel Doré, former deputy minister of civil security for Quebec.

"However, there is a challenge to ensure not only a good co-ordination and making sure that this help actually assists rather than hinder the required course of action and also ensure the health and safety of those volunteers."

un-fukn-real! when did cops become structural engineers? perhaps there was some statement made by one that the camo pants wearing (wtf?) 'occupation forces' (they be acting like it!) were going off of, but the cbc makes no mention of any of that..

Évidemment, la moindre affaire dans le monde qui fait mal paraître les policiers te fait bander comme un cheval.

Long Story short: La voie ferré appartient à l'AMT, les policiers ont demandé à l'AMT s'ils pouvaient batir la digue, l'AMT n'a jamais donné son accord, end of story.

Consulte un psy pour ta fixation sur les policiers, ton traumatisme de jeunesse doit être soigné, ce n'est pas sain ton affaire.
 
that dude was a straight up dumbass....he probably meant well but fuck.....he was warned repeatedly not to do that...he could have caused another lac megantic by fucking up the foundation of the train track.........in latest news, hes refusing to be released from jail........dude was trying to help but the whole tragedy made him lose all his senses......now hes just looking for his 15 minutes of fame.

C'est plutôt que sa propre digue ferait dévier l'eau près de la voie ferrée... Pas que lui voulait faire quoi que ce soit sur la voie ferrée...

Dès son arrivée dans la salle d’audience ce jeudi, il s’est d’ailleurs présenté comme étant un «être humain» possédant une «personnalité juridique». Il a ensuite enchaîné une série de mots juridiques, poussant le juge à lui dire qu’il était «tout mélangé».

Right considering its dedicated commuter line...

The hilarious part is hes still inside awaiting a bail hearing lolol. Guess they will toss the book at him. However this just goes to show you how useless our police force is. Instead of coming up with a viable solution they just threatened him and finally arrested the guy.

It gets even better because the sandbags still ended up at the guys house. Oh well great job cops

Id also like to add the cops are still setting up speed traps and pulling people over for rolling g stops while half of the west is under water..

It was on CBC, on camera. They warned him numerous times not to do it, he did, they warned him again not to do it a 2nd, he ignored them again, jumped in truck and tried to proceed, got arrested. Just look at the video.

Whether he was right or wrong, probably not best to mess with police after being warned a few times that you will be arrested.

That's my point....Gregster pointing out that they threatened him....playing the victim card....

The guy is not all there in his head if you look at the way he acted once he was detained and in court, I don't feel sorry for him at all.

La police lui ont bloqué l'accès avant, l'ont avisé plusieurs fois et on voit qu'ils ont carrément été très patient.
Un moment donné tu peut pas passer la journée a t'obstiner avec un gars qui se croit tout permis. Il l'ont arrêter et c'est ben correct.

Si Ils l'auraient laissé faire et ignorer, et que par la suite un drame arrive (comme a Québec dans la rivière ste Anne) c'est encore la police qui aurait passé pour des cons.

J'avoue qu'au debut quand j'ai vu l'histoire aux nouvelles j'ai pris son bord au bonhomme.

Apres avoir pris connaissance de tous les faits j'ai realise que c'etait un crisse de cave.
