If I want to buy a car that is over 10 years old, is the new law in effect now, which means that I have to inspect it before registering it?

My calipers in the rear have seized. Is there any places in Montreal that sell them rebuilt? I don't really want to buy them from a scrap yard because used calipers will probably seize up quicker eventually, so might as well put new-ish ones. Thanks!

I have BBS RX 17" in very good condition for trade. I am looking for something new. They come with Nitto 225/45/17 tires good for one more season. There are not that many 17" sets of the BBS RX in montreal, so this would make a nice set for anyone. No dings or dents in these rims, they're forged...
