The SAAQ Looks to Shut Down JDM “Loophole”

Over the past few weeks, there have been a lot of right-hand-drive vehicles put for sale in Quebec with the implication that there is a loophole in the law prohibiting imported RHD vehicles less than 25 years old to be registered. Read the SAAQ rules regarding this on their website here.

You may view the ongoing discussion regarding this subject on the forum here.

The sellers are correct in that Quebec law cannot prevent someone from importing or registering a vehicle however it does prevent a vehicle from passing the required inspection. The loophole has to do with manipulating the papers of the vehicles indicating that it was purchased before April 29, 2009 in order to pass the required inspection at an unsuspecting garage.

One such vehicle belonging to a MontrealRacing member was identified by the SAAQ and the owner was sent a letter informing him that his vehicle would be de-registered within three weeks.

It seems this short-lived loophole will be coming to an end. However not all the news is bad.

The government is currently studying the issue and is considering changing the law back to allowing 15-year old RHD cars to be registered. There is a petition that you can sign here if you support the measure:
